First law:
In order for the "i" unit to make a decision is necessary for a stimulus to generate that decision.

Second law:
For every stimulus applied on an "i" unit there must be a decision.

Third law:
This law is nowadays under revision.

The decision made by an i unit as a consequence of a stimulus provided by an i' unit is also a stimulus for i' that will generate a decision from i' according to the stimulus i has provided.
